


Gulf Coast Electric Cooperative, Inc. (GCEC) is a member-owned electric cooperative that provides electric service to areas of the Florida panhandle that historically have been underserved or unserved by other utilities. GCEC is issuing this Request for Proposals to subcontract certain work for the Tyndall AFB Zone 4.1 infrastructure upgrade under its Prime Contract with the Defense Logistics Agency Energy (DLA).
Specifically, GCEC is soliciting proposals for Power Switchyard Control House – Ancillary and Electric Distribution Systems, Furnishings, Wiring, Programming, and Commissioning. This project is part of the Tyndall AFB rebuild program addressing damage resulting from the direct impact of Category 5 Hurricane Michael in 2018. Services will be funded, in whole or in part, by federal funding. The overall program is expected to be completed within two (2) years.

Submittal Instructions: Submit one (1) electronic PDF proposal, one (1) Excel Price Proposal Worksheet with Base Bid Schedule, and one (1) Excel Bill of Materials Worksheet via the secure GCEC SharePoint folder by the deadline above.
NDA Required: All respondents must execute the Non-Disclosure Agreement (Exhibit C) and submit the Notification of Intent to Respond (Exhibit D) and Qualification Questionnaire (Exhibit E) before receiving the complete RFP and exhibits.

Basis of Contract Award: Award will be made to the responsible and responsive respondent whose proposal represents the most advantageous overall value to GCEC, price and other factors considered.
Licenses: Respondents must hold an active, valid Building Contractor or General Contractor license issued by the State of Florida.
Insurance & Bonding: Insurance certificates and a bid bond for the full value of the work are required. Payment and performance bonds will be required upon award.
Confidentiality: All respondents must maintain Controlled Unclassified Information (CUI) in strict confidence per DLA guidance.

Proposals will be reviewed for completeness and forwarded to an Evaluation Committee of at least three (3) members. Rankings will be based on total points. GCEC may request presentations or interviews prior to making an award.
The successful respondent must be prepared to immediately enter contract negotiations with GCEC and submit all required insurance documents. Prices must remain firm for the duration of services. The subcontract will incorporate applicable provisions from GCEC’s Prime Contract, including all federal, state, and local laws and Tyndall AFB rules and regulations.
